Oseyomon<\/strong><br>Department of Marketing, Faculty of Management Sciences,<br>University of Benin, Benin City<\/p>\n\n\n\n<p><strong>Abstract<\/strong><\/p>\n\n\n\n<p>This study explores the impact of the E-Procurement System on transparency in government purchasing within Edo State, Nigeria, focusing on procurement professionals from various Ministries, Departments, and Agencies (MDAs), as well as vendors involved in government procurement activities. The primary objectives include investigating additional benefits and challenges of e-procurement beyond transparency, such as cost savings and supplier relationships, while analyzing the reasons behind stakeholder resistance, particularly technological unfamiliarity, fear of job displacement, and skepticism. Utilizing a purposive sampling technique, 150 respondents with relevant experience in the e-procurement system were selected to provide rich insights. Data collection occurred in three phases: structured surveys, semi-structured interviews, and focus group discussions, allowing for a comprehensive understanding of the system&#8217;s effectiveness. Quantitative data were analyzed using descriptive and inferential statistics through SPSS, while qualitative insights were derived from interview and focus group transcriptions. Key findings indicate a significant disconnect between the perceived effectiveness of the e-procurement system and its intended advantages, with resistance to change being a major barrier to implementation. Infrastructure and technical challenges further hinder system functionality, impacting stakeholder satisfaction. Evaluation results yield mixed perceptions of the system&#8217;s effectiveness in enhancing transparency, efficiency, and accountability. Based on these findings, the study recommends the development of tailored training programs to improve digital literacy, alongside proactive stakeholder engagement to foster ownership and address concerns.
